Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Significant resources is devoted on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a ability enabled by up-to-date information. From witness perspectives, military aircraft that had been scrambled to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly transforms into sober acceptance: maybe the incoming missile won't hit its mark this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, damage and utility failures in many homes as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new initiative from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, American administration does little to discourage Russia, through statements or actions, from assuming that the situation will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its benefit.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
